Tokuchi Hideshi
President, Research Institute for Peace and Security (RIPS). Visiting professor at the National Graduate Institute for Policy Studies, specializing in Japan’s defense and security policies. Born in 1955. Graduated from the Faculty of Law at the University of Tokyo. Earned his master’s degree at the Fletcher School of Law and Diplomacy in Massachusetts. Joined the Japanese Defense Agency (later the Ministry of Defense) in 1979. Previously headed the Bureau of Operational Policy and Bureau of Defense Policy. Was the first vice-minister of defense for international affairs from 2014 to 2015.
