Graduated from Shukutoku University before earning his PhD in political science from Hōsei University. Worked in long-term care services from 1994 to 2006 in Tokyo. Assumed his current position in 2007. Author of Kaigoshoku ga inaku naru (When Care Workers Vanish), Zaitaku kaigo (Long-term Care at Home), and Kaigo genba kara no kenshō (Inspecting the Caregiving Workplace).
