Utsumi Makoto
Born 1934. Graduated from the Faculty of Law, University of Tokyo. Entered the Ministry of Finance in 1957, where he served as director of the First Tax Division, director general of the Tōkai Local Finance Bureau, and director general of the International Finance Bureau before being appointed vice minister of finance for international affairs in 1989. In 1992 he became a professor at Keiō University and in 2001 president of the Japan Center for International Finance. Since June 2004 has been president and CEO of the Japan Credit Rating Agency. Serves as the Japanese representative at the Japan-US Structual Impediments Initiative. In 2007, was made Commandeur de la Legion d’Honneur of France.
