Researcher at the Japan Institute for Labour Policy and Training since 2020. Worked for the Ministry of Health, Labour, and Welfare from 2002 to 2017. Earned her BA in economics from Hitotsubashi University in 2002, MA in social policy from the London School of Economics in 2007, and PhD in labour studies from Ochanomizu University in 2022.
